There are two ways to do this, the first is to let Mandrake install it's 
standard LILO to the root partition of the mandrake install and not the mbr, 
then chainload it from your grub menu as you would windows.  The second 
method would be to not install a Mandrake bootloader at all (I suppose you 
could still install to root partition) and then boot directly from the Suse 
menu.lst

If you want to chainload, install Mandrake and then boot into SUSE and add the 
following stanza to your menu.lst

title Mandrake
    root (hd0,7)
    chainloader +1

If you want to boot Mandrake directly from SUSE, the menu.lst stanza should 
look something like this:

title Mandrake
    kernel (hd0,7)/boot/vmlinuz root=/dev/hda8 vga=788 splash=silent \
                          hdd=ide-scsi
    initrd (hd0,7)/boot/initrd

Either way, do not let bootloader install to mbr when you install Mandrake.  
This will cause you not to be able to boot back into SUSE, as Mandrake will 
set up Windows but not SUSE as a bootloader entry.  If you let Mandrake 
install bootloader to mbr because you want to let Mandrake boot SUSE, you 
have to add an entry for SUSE into the Mandrake menu.lst after installing 
Mandrake.  In this case, you would install Mandrake's bootloader to the mbr.  
This IMO is more risky because you already have grub working correctly in 
SUSE.  Also, keep in mind that the Mandrake default bootloader is LILO, so if 
you want to use grub in Mandrake, you would have to make sure that you 
explicitly select it for configuration at the installation summary screen.

Bootom line is that one of your Linux distros is going to have to control the 
boot process and it is probably easier to select SUSE for this.
