CD 4 is only available as an ISO to club members.
it does contain some important packages (internationalization, docs,
devel packages, kernel source etc.)
you can get the packages from ftp mirrors.
if you want you can download them all and build the 4th cd yourself (or
you could get a club membership)
urpmq --media Installation\ CD\ 4\ \(x86\) --list -f | \
awk '{print $0 ".rpm"}'
will give you a list of filenames you need to download.
