What? No menu in: Configuration > KDE > Power Control? I thought it's a default menu and will always be there.

By the way, how did you enable ACPI? I did it from MDK Control Panel > Boot >
DrakBoot > Lilo > Tick mark on ACPI.

Yes, both acpi and the acpi daemon are enabled, and they work fine in command line mode.
