It is not normally required to have to give individual users permission to use 
sound. Although there are some circumstances where someone may be denied 
access to sound.

One such circumstance is when you use the older OSS sound driver.
The OSS drivers only allow one application to use sound at any one time, and 
the sound system will be locked out to other applications for about 30 
seconds after the sound was last used. It may be you are falling foul of this 
restriction in some way.

The solution is to use the newer ALSA sound drivers which allow simultaneous 
access to the sound system by several applications at once. You can recognise 
if you have the ALSA drivers if you open Mandrake Control 
Centre>Hardware>Hardware
If the Module for your sound card is listed as snd-xxxxx  then you are running 
the ALSA driver.
If you are using the OSS driver you can switch to the alternative ALSA driver 
by pressing the 'Run Config Tool' button.

If you are already using the ALSA driver, the problem could still be related 
to OSS only supporting one application at a time, because ALSA supports an 
OSS emulation mode for those older applications that only understand OSS.

If you are using the KDE desktop there is a setting in there to have it use 
ALSA or OSS (emulation)
Open KDE Control Centre (Menu>System>Configure>Configure your desktop)
Sound>Soundsystem>Hardware
There is a selection there to force it to use the ALSA sound system.
(You would have to do this for each user)

If that does not help let us know which sound drivers you are using and the 
details of the sound card.
