Do you mean you want to run a Pop3 server?, or do you hust want to read emails 
from your ISPs Pop3 server? If the latter, then any Linux mail client has the 
capability.

If you want to run a POP3 server, then you will also need to run a mail server 
such as Postfix.

There are a few POP3 servers available. the most popular is the 'imap-2000c' 
package which does POP3 and IMAP. Just install it using the software install 
GUI. 

Personally I prefer courier-imap and courier-imap-pop because it can use 
different username/passwords to users regular Linux logins.
Courier-imap is set up by text files in /etc/courier

Neither of these packages will provide you with a webmail function. For that 
you will need squirrelmail which itself depends on an Apache web server with 
php.
All of these things are on your CDs. You can have months of fun trying to get 
your head around it :-)
