You don't directly edit the .cfg file, it is encrypted.  To change the 
configuration, edit the twcfg.txt file and the re-initialize tripwire.  If 
you are trying to change the name and location of the files that it checks, 
then update the twpol.txt file and then update or re-initialize the database.  
Check the man page to see the commands.
