If I recall correctly Win98 insists on installing on the first partition on the drive, so unless partition 1 is currently unused you may have a problem.
If you can get Win98 installed, then booting from CD1 in rescue mode will get you into Linux again so a Lilo entry can be created.

Win98 doesn't have to be on the first partition. But it does have to be on the first FAT partition. It also needs to be a primary partition, and not a logical partition. It also insists that it be on the first drive, but you can fool it into thinking it is using Lilo or Grub. (You can also play some tricks so that you can have more then one Windows setup, by changing partition types, but that is another story...)
