It appears to me as a complete newbie that although the interface between the modem and the phone line is always OK as both modem lights stay on, the interface between the PC and the modem has a problem

I'm using a 700MHz PC with 256Mb ram and the same modem is rock solid when I'm using WIN2K

The problems with your modem connection are propably caused by wrong connection settings. Perhaps your ISP uses VPI or VCI that are not correctly put into DrakConnect wizard?
I use Sagem 800 on my Mandrake box for over a year now and it's rather solid on both Win XP and Mandrake (9.2, 10.0, and now 10.1). Perhaps your ISP may be able to help you. Contacting them would remove a possibility that the fault is on their side (and yes, it happened to me that TP SA - my ISP - was having problems on their servers).
