If you have trouble with an online source the problem is quite often the 
quality of the sources. Many mirrors get overloaded and either stop 
responding or admit only registered users.

You can simply test the quality of the source by typing the ftp address in the 
URL line of a browser. If your browser cannot connect then nor can urpmi.

The ftp://ftp.phys.ttu.edu  and ftp://helios.dii.utk.edu/ sources you are 
using are currently not responding at all to me.
I suggest you try a different source. The closest sources are not always the 
best. Personally I find 
ftp://ftp.rediris.es/pub/linux/distributions/mandrake/10.1/i586/media/main
very good.

The source ftp://ftp.free.fr/pub/Distributions_Linux/plf/mandrake/10.1/ is 
currently responding, and the command syntax you used is good, so that may 
have been a temporary issue with that source. There are not many plf mirrors, 
and some of the few there are, are not very good. Personally I find
ftp://ftp.club-internet.fr/pub/linux/plf/mandrake/10.1 very reliable.

If you cannot connect to any source, then you may be behind an ftp proxy 
server, and would have configure urpmi to use a proxy using the media 
management GUI in MandrakeControl Centre>Software.
