Well, I know that the Extramadura region, the City of Munich, the 
City of Bergen and maybe Vienna has moved.  On the other hand, the 
City of Paris, the City of Newham and the entire British National 
Health Service caved in to Microsoft's "offers they couldn't 
refuse".  Don't know about the French administration, though.

But the problem isn't Linux vs. Microsoft.  It's about standards and 
patents.  When the EU Politburo allows software patents Microsoft 
will be able to dictate how the public administration communicates 
with citizens : only closed, proprietary protocols will be allowed, 
forcing all of us to pay the Microsoft tax.  And bye-bye to 
software development : can you name me just one invention (aside 
from FUD) made by Microsoft ?
