Yes, I do it all the
time.
Just make a directory .. say,
Linux
Download programs to your
directory/folder
(I have done the above.)
(What is below I have not done, but I
was told it will work if one has vfat
support compiled into the
kernel.)
If you have vfat support in Linux
kernel, mount the windows partition
where they are located and copy them
to your Linux partition.
Oh and my windows 98 is using
long file names.
