I had same problem but the fix is easy, don't use the
GUI windows program use the DOS method. Which id
MS-DOS prompt;
C:\(CD DRIVE LETTER): <ENTER>
(CD):\DOSUTILS <ENTER>
(CD:>DOSUTILS\RAWRITE<ENTER>
#it will ask you for the directory that contains the
image, (CD):\images\cdrom.img <ENTER>
Target drive: A: <ENTER>
#it will tell you to insert floppy, do so and hit
<ENTER>, it will copy the boot image to the floppy and
your done.
Hope this helps, if I am wrong so be it but I think I
am VERY close.
