[newbie] make (compiling a program)

I am trying make and install a program for running my modem but when I run make I get the following error.  I am unsure of what the problem is because the file it refers to 'config.h' is present in the directory.  Can anyone help me?   [root@localhost ltmodem-0.9.8]# make ', needed by `lib'. Stop.target `lib/config.h   Thank you, Elvis Dieguez
