Hi,

I had this problem just two days ago with Mandrake 7.0: 
Solution was to install the "telnet-server" RPM, it worked immediately
after doing this.
Unlike other distributions, Mandrake (or RH) split up the telnet package
in two RPM�s: telnet-server and telnet-client. Only the telnet-client is
installed by default.

Can�t help you with FTP, though. Maybe something similar?

Out of interest: are you using Windoze to telnet in, and if yes, which
client are you using? I found the built in M$ client VERY bad and had to
d/l some other client to be able to use vi.
