dns stands for domain nameserver.  Yes they refer to your isp's dns#'s. 
You'll need them to resolve names of sites you're attempting to get to, so
that you can enter www.yahoo.com, instead of xxx.xxx.xxx (numbers)
You need to edit /etc/resolv.conf by adding:
search <your isp>
nameserver <dns#>
nameserver <dns#>
