I am sure you have tried using some of the other window managers.  I have
found that the 'Icewm' is very easy to use and can move around very easy.
 A different windows manager may give you a clue on this prob.  If it is
repeatable in a different manager then it is system wide if not it is
just in kde or which ever one you use mostly.
