Absolutely right! A firewall is made to analize the ip packets that come
to a network interface, and decide what to do with this packet (accept
it, refuse it, refuse to forward it to another network interface, ...)
The whole thing is not to start it, but to configure it!
read the firewall-HOWTO, ipchains-HOWTO, and man ipchains. That should
help you a lot.
