[newbie] Proxy Server vs. IPChains/Masq/forward

What, in your opinion, are the relative merits / dangers of running a proxy server as 
opposed to
IPChains etc. when it comes to sharing a DSL connection?
(In a mixed Mandrake / Windows9* emvironment ....)
