following your advice...
I ran setserial -a /dev/cua1   and found my modem.
I then typed setserial /dev/cau1
but I still can not get modem to work.  What am I doing wrong?

I am willing to bet that you set your security level high enough
that kppp is requiring the remote server to authenticate itself

As root edit /etc/ppp/options and add this line

noauth

and things should start working
