[newbie] KDE Theme Manager

Hi, Linux users,
I know this is not a big problem but I cannot change the KDE theme entirely
when I login as a user. When I change the theme, windows itself still stays
at silver color no matter which theme I choose. Other than that everything
changes as it supposed to be. However, I can change it all when I login as
root. Any ideas?
