download drakxtools....rpm from a mirror containing 
Mandrake-7.0.2 and upgrade the old package using
# rpm -Uh drakxtools.new...rpm

You can find other useful updates to 7.0.2 at

ftp://ftp.unina.it/pub/Linux/Mandrake/updates/7.0/RPMS/

or in a mirror nearest to you
