You might want to take a look at APPGEN "PowerWindows for Linux", it
has a whole suite of accounting apps including Bank reconciliation and
what you are looking for "Billing". I haven't had a chance to do
anything more than load it, so I don't know how good it is, but it is
the only one I know of with the billing feature.
