You're just havin a heck of a time with this aren't ya? :)

http://www.mandrakeuser.org/connect/cppp.html

This covers a lot of different ways and applications, so scroll
down the page till you see 'Kppp' But first....

I gotta feelin, you might've missed, or Mandrake missed figuring
out what com port, or ttyS? (eg, Com2, or ttyS1) your modem is on.
Start 'linuxconf' (as root), and mash the 'miscellaneous services'
button on the 'config' tab. You should now see a 'modem' button to
mash on. Then you'll see 5 choices, ttyS1 thru S4, and 'unknown'. I
dunno what happens if you hit unknown ;) Click on the one your
modem is on (most likely Com2/ttyS1 if you've gotta decent hardware
modem). Quit making the change(s).

If none of the above doesn't get you going, you might not have a
modem? Check here: http://www.kcdata.com/~gromitkc/winmodem.html

Read that page, but especially click on the link 'View the entire
table'. That's prob'ly the most up to date list of modems that
work with any OS other than Windoze only, ie, real modems.

If none of the above works, holler back with more specifics on
your hardware, and what you found out. Yes it's possible to have
free Internet (FWIW). There's very few ISP's in the world that
can't be accessed usin linux, but very few will tell you how ;)
Even tho most of 'em are runnin Un*x
