I run Debian and have installed Mandrake 7.0 on the same
box. Because of a buggy motherboard, I need to upgrade
the kernel to 2.2.16 and have encountered problems.

I have source files on Debian for 2.2.13 and patches 14,15
&16 which I've copied over. Untarring and patching to 2.2.16
present no problems, nor does configuring to include the
options I need. 'make dep' gives me 'no such file etc' for some
.h files (I do have kernel-headers installed).

Libc5(or6)-dev is not on the CD from which I installed and
I can't find a source from which to download rpm's. As this
is the only package mentioned in the Kernel Howto which
is missing I assume it's where the problem lies.

I could get the .deb file and install using dpkg with which I
am familiar, but this is not available on the CD. Does dpkg
exist as an rpm for download? If so where?
