[newbie] usb backportpatch

I have tried to install the backport patch
usb-2.4.0-test2-pre2-for-2.2.16-v3.diff.gz

when I use the   patch   command in the terminal it says that it is not
a recognized command. Is the    patch    command not a command in the
bash shell?
