[newbie] Win Modems Again!

I suppose people cringe when they hear about problems with win modems, but I need help desperatley. I want to convert fully over to Linux, but I need my modem up and running first.  Whenever I try and connect I get a modem busy signal.  Even when I change the device from the /dev/modem to /dev/ttyS2 it still doesn't work   Suggestions?
