An install from the hard disk worked.

The bug was in the installation programs dealing with the CDs.  Maybe the
SCSI-II circuit is a little flaky, but this is strange considering that the
installed system has no trouble reading either CD.  CDs were an HP CD-writer
and a Panasonic, not exactly uncommon types.
