Don't know, but it sounds like EMI from your monitor--how old is it (also,
could be read: "is it old")? Maybe the settings in linux drive it harder
than Windows would, and the EMI damping just isn't very efficient.
I'm no electronics engineer, so maybe I'm off on this, but does it continue
if you move the speakers farther away from your monitor?
