I am assuming that you are using Netscape.
Can you try the following steps:
1.
Shutdown your computer
2.
Unplug (from the wall) the modem. Let it sit for about 15 seconds.
3.
Plug the cable modem back in the wall. In the end of the modem should be

green lights. When the modem starts up the 4 lights will blink on and
off - almost in
a circle.
4.
Allow the modem a 1 minute or so.
5. Restart your computer and reboot to Linux. Check to see what passed
and/or failed
6.
Log in as root.
How to Configure Netscape
To configure the Netscape Communicator package for the Rogers@Home
services, make the following (coloured) entries:
Edit > Preferences
expand the Mail & Newsgroups menu
Identity
Email address: [EMAIL PROTECTED]
Mail Servers
Outgoing Mail (SMPT) Server: mail
Outgoing mail server user name: User_name
Incoming Mail Servers
Select name in selection box > Edit
General
Server Name: mail
Server Type: POP
User Name: User_name
Remember password (depress button to indicate "yes")
Check for mail every 15 minutes (raise button to indicate "no")
Automatically download any new messages (depress button to indicate
"yes")
Newsgroup Servers
Select name in selection box > Add
Server: news
Click on the OK button and exit.
Logout
