I didn't find too much on the KDE website - www.themes.org has more info. 
Some of the old themes are being re-written as KDE2 themes, and more are 
showing up at themes.org. There is also a legacy theme importer utility under 
Configuration->Other , but I haven't had much luck with that yet.
