Whistler is no an "update" to Windows ME. It is the complete replacement of all previous "consumer" Windows versions (Win95, Win98, WinME) with a Windows NT based code source. What this means for Microsoft is that all "markets" - consumer, workstation and server - will have the same code base. Some of the GUI shell stuff will be different between the consumer and workstation/server versions no doubt, but the core OS will be NT based.
