I have recently noted a similar problem.  I can open Konqueror
and access the /mnt/floppy directory and I can go to an xterm
window and
do a cd /mnt/floppy without a problem.  Clicking on the desktop
icon
causes a momentary startup of konqueror and then nothing.  I've
tried
deleting the icon and recreating it.  I've deleted the
floppy.kdelnk file 
in the /home/kde configuration settings and recreating the icon. 
Still no
success.  I can log in as root and create a floppy icon with
success, but 
not as a user.  I think I may have broken the link during one of
the 
KDE2.0.1 and KDE2.1Beta installs.  I have since gone back to the
original 7.2
install, but the problem has not cleared up.  I preserved the my
/home during
the new install, so I am fairly certain the problem is somewhere
in a user 
configuration file.  I just haven't figured out which one.
