You need to set the DNS servers. Domain Naming Servers (DNS) resolves URLs (ie 
www.shag.com) into their actual IP addresses (ie 206.238.12.98)
If you don't know of your ISP's DNS servers, I can get you Earthlink's DNS servers. 
Either way you will be able to use your browser. To test to see if that is your 
problem, put this in your address field of your netscape browser:

http://216.229.161.60

that should send you to a FTP server.
