That is obvious. Yes, you can run kernel-x.x.x.arch.rpm without the other 
kernel-myspecialty-x.x.x.arch.rpm, but if you plan on reconfiguring your kernel for 
"special" features, then you would at least need kernel-source-x.x.x.arch.rpm and 
kernel-utils-x.x.x.arch.rpm.
