If you have a Bell Call Answer service i think i can help you out. I have an answering service and my roommate doesn't pick up his messages for a while. All you can get is a busy signal instead of the dial tone. I solved it by replacing the first line in modem commands to atx0. Now the modem is not looking for the dial tone but dials right away.
