/usr/sbin/sndconfig has never failed to set up my sound cards.

And I can't imagine what's wrong with your kde2.1.1 upgrade provided you 
installed these dependencies.   I'm not sure, but I think it does require one 
of the 4.0.3 flavors of XFree86.  
Basically, satisfy those dependencies.  And if something new shoots you an 
error about conflicting with something old from kde - uninstall the old.  (It 
depends somewhat on what version you are upgrading from.)
