type "dmesg |more" and have a look at the part where eth0 init takes place.
also see /var/log/messages. i think it probably gives a message somewhere 
for the reason of the delay.

when i had this problem it was due to the fact that the support for the 
3c509 has to built as a module and not in the kernel.
(at least its my assumption, since it worked after i compiled it as a module)
