You can add this mounting to your /etc/fstab file. 
This will cause Linux to mount windows upon booting.

You need to add the "users" permission to allow users
to mount/umount the drive.  I don't remember the exact
syntax (unfortunately, I am in NT right now), but you
will see others in /etc/fstab with that option.  Just
mimic them.

If you do not want to add /mnt/windows to your
/etc/fstab, then read the mount man page search for
the users option to learn the appropriate syntax.

man mount
/users
