OK so I have figured it out myself...

1) Install the RPM from the Borland site
2) Create a user and group called interbase
3) CHOWN the /opt/interbase directory to the interbase user
4) Make sure that localhost is present in the /etc/host.equiv file
5) launch ibguard  as either the interbase user or via root.
