Actually, about 85% of all USB modems are Winmodems.  I've only actually seen one 
hardware modem that was
USB personally, and it was a good $150+.  

I have a Viking USB modem that works beautifully in Windows, but when I tried to give 
it to a friend to
use in Linux, I found out it doesn't work.
