Winmodems are called that because they are only intended to work under
Windows. Winmodems are not complete modems. The manufacturer keeps the
cost down by omitting the hardware controller, and using the CPU to
process the signal. This requires the use of Windows-specific software,
and they do not (usually) make the details available to the Linux world.
However, there is an ongoing effort to develop Linux drivers. If you're
lucky, someone has done that for your modem. Otherwise, you'll have to
buy a real modem. Go to www.idir.net/~gromitkc/winmodem.html to find
out. You'll need the specific model number.
