Also consider that your mouse may also be bound to /dev/ttyS0 regardless
of type.

May I suggest assigning the modem to something other than /dev/ttyS0 
and giving that try. However, you may have to shuffle the serial ports
in
your BIOS as well.

I have the same modem here - assigned to /dev/ttyS3 and can switch
between tone and pulse with out any problems.
