Do you have anything configured to set your time from a Network Time Protocol
(NTP) server, like ntpdate or xntpd? If you don't have your time zone
settings correctly configured, then these will set your time to UTC (GMT).
The Mandrake Control Centre does not configure the time zone correctly; you
can try linuxconf for this.
