Try this:

  $ which chmod
  /bin/chmod

If you get an error like "no chmod in ...", then type:

  $ echo $PATH

You should see '/bin' in there somewhere (probably right at the beginning). 
If not, go to your ~/.bashrc and edit your path to include /bin.
