One thing I forgot to mention - sometimes no matter what the modem is capable of the connection speed can be limited by line quality. If you have a noisy line, the packets have to be sent and resent to complete. You may want to check with your phone company and ask them to test the line for noise. Shielding damage and proximity to electrical or radio frequency generators in conjunction with poor shielding can cause noise on you line.
