I've found disk quota to be a bit of a pain, but if you really want to 
enable them and you're running Mandrake 8 then run this in a terminal 
window as root:

                        /usr/sbin/InteractiveBastille

If you're running Mandrake 7.2 or lower then you'll have to install all 
the packages needed to install Linux Bastille, but Bastille sets up disk 
quotas quite nicely.
