iproute2 is the way for kernel 2.4.x to handle IP source routing. (See docs at http://www.linuxgrill.com/iproute2-toc.html for information) ipchains and iptables are roughly equivalent to one another in that they both have the same end result -- configuring a firewall. ipchains is the firewalling utility from the 2.2.x kernels (although still supported under 2.4.x), while iptables is the kernel 2.4.x replacement for ipchains.
