I have not been able to get the transparency dialogs to appear in the
KDE control panel.

There was some reference to utilizing a python script to fix things, but
this was really obscure...

Delete the .kde hidden directory in your home directory.

Also remove the .drawfw from your home directory.

When you log in KDE will set things up again as if you just finished the
initial installation... No need to re-install the RPM's again.
