For what it is worth, I had this problem and I tried the fix below and it seemed to work.
My problem was Konqueror would just not open on different occasions. After a fresh boot, it would just sit there teasing me like it was going to open but then just wouldn't. Even if it was working fine for a couple of hours, poof, it would just stop opening: file manager or web. Now it works like it should, and I must say that I like the newest Konqueror very much.
