Hello: Not sure this will answer your question, but I used to have the same problem, where I would have to type ifconfig eth0 down before being able to access the internet. A friend of mine asked me to type the command "route" and it turned out both my modem connection and eth0 were set up as default. Once I reconfigured my system to use the modem only as default, I did not have to go through the ifconfig eth0 down/ifconfig eth0 up process again. Hope it helps.
